Program Highlights:2010 Jan-Dec (21 individual programs, 101 programs presented) Pre-Employment Classes-Four Session Pre-Employment Skills are presented by John Jaeger from LC Workforce Development. The four session program included information on where to look for employment, résumé writing, interviewing skills, completing applications, explaining convictions to a potential employer, etc. After the first session, John meets with interested individuals for résumé writing and mock interviews
Felony Convictions and the rest of your Life presentation: Probation Officer explains questions about felony convictions such as if you have a felony conviction can you… hunt, vote, get a job, serve on a jury, visit Canada, etc. This is always a well attended program.
Speechcrafters- Public Speaking/Speech Writing Forum lead by Bob Babcock, BOCES Adult ED GED instructor and members of Bath Chapter of Toastmasters International. These sessions dovetail with the GED program teaching writing. LC Business Education Alliance presented 6 Junior Achievement class series to the under 21 year old students at the jail. These classes cover Life Mapping, goal setting, financial and career planning and more. The JA coordinator and six community volunteers present the program. OSHA 29 CFR, 1926 Construction Standards 10-hour course- Health and Safety Career Opportunities Training is presented by Painters Union District Council #4 instructor. Health and Safety Career Opportunities Training participants gain necessary health and safety certification thereby enhancing employability. Successful completion of OSHA 10-hour course, participants obtain OSHA 29 CFR, 1926 Construction Standards certification. This ten- hour course covered introduction to OSHA, electrical, and fall protection and other areas of safety. Having this certificate is a good resume item as well as being helpful to those who want to apply to become a member of a trade union.

Ontario, Wayne, Seneca and Yates County Jails
This year we served about 300+ youth in our 4 jails. Some jails have made academics mandatory while others still make classes voluntary. I have found our “October count” to be up as well as our summer count but the youth tend to be in and out of the facilities quickly. We have yet to find that the ASISTS program (set up for NRS) follows the youth for the SASS report and other queries needed for reports.
It has been a busy year with a new teacher and equipment. This year all the jails, except Yates County Jail, received SMART Boards as well as updated computers to work with the SMART Boards. Everyone is learning how to use them effectively in their classes as well as having staff training on the “what’s possible.” If any of the other jails have SMART Boards and are willing to share their “best lessons”, we would love to have them. A couple of our jails are now willing to let us be connected to the internet so that will enhance the capabilities. We are working with the Technical and Career centers to bring in vocational skills building classes for our youth who do not have many saleable skills on the outside. Through some grants, we will not only be offering OSHA 10 certification classes but hope to be able to offer NYSERTA, some green energy coursework as well.
This year we were also able to “encourage” the youth counselors from the county workforce development to come into the jails to work with our youth once a week. Some are better with reporting the results back to us but we are finding the youth are more likely to go there once they know the counselor. We hope this will lead to more job training accessibility for our youth population.

Program Highlights: The Court Liaison facilitates communication and transports paperwork to and from home schools, the jail, CREDO, and the Women’s Center. We also provide information regarding other services an individual may need. In addition to the GED diploma, our graduates have an opportunity to earn the National WorkKeys Readiness Certificate through the American College Testing organization. Program Highlights: GED - 10 inmates have taken and passed the GED exam this year. A small celebration, for those who pass and those students actively participating in GED, is offered after each test date. The inmates have cake and soda; graduates get pictures with a cap and gown. Gardening – This is our first year with the garden; we are excited and nervous all at the same time. The inmates are participating in all of the planting and starting of seeds. They are very excited and it is nice to see that these little things make them happy and bring a little joy to their days. Our peppers, tomatoes, and lettuce are started and we are looking forward to mid-May planting. We have also just planted 7 apple trees

Fulton County Correctional Facility
Rich Carley has a new teacher on his staff this year. Marcello Bianco comes to the jail with ten years experience in Alternative Education. This past year, Marty Smith retired after almost twenty years of service at the jail as well as serving several years as Region 5 Representative to the NYSAIEP Board. Seven inmates have taken the GED this past year with a 100% passing rate. Several students returned to their respective High Schools this past year. While incarcerated, they not only received academic instruction, they also took part in Parenting, Keyboarding, and Conflict Resolution classes. Cooperative Education taught four classes in both Finances and Nutrition.
Herkimer County Correctional Facility
Jessica Murphy-Armstrong reports that the boarding out of inmates still continues to hinder her programs progress. She is not giving the GED test at this time. She prepares and registers people for testing on the outside. More people are transitioning from classes in the jail to those on the outside, especially through the Literacy Zone and Project Reconnect programs. Jessica reports that there has been an increase in sharing between herself and fellow Region 5 colleagues. She states that she and Rich Carley (Fulton County) have made arrangements for students who “bounce between programs to continue their studies fairly seamlessly and avoid unnecessary duplicate testing”. Corrections Officers transport the work between the two county facilities. While “boarded out” inmates are still able to complete their studies at FCCC where they have access to materials needed to complete their studies.
Madison County Correctional Facility
The passing rate for the GED at Madison County is 100%. The staff reports that two programs have proven to be very successful: ADAPT and Parenting.
Montgomery County Correctional Facility
Sheldon Novotny reported that one GED test was given this past year with 100% passing. Two courses have proven to be very successful: Computer Graphics and Stress Management. they are both offered by Lynn Trudeau. Speakers from Cooperative Extension spoke to the inmates on Money Management and Nutrition/Health Education.
Oneida County Correctional Facility
This year the Oneida County Correctional Facility has seen many changes. A new Sheriff, Under Sheriff, Chief, Captain, and Programs Coordinator have all been sworn in. SMART Boards have been installed in both classrooms. A Regional meeting took place in the fall hosted by the BOCES Staff at the correctional facility. The Second Start Program offered transitional services/programs for incarcerated youth. Representatives from Mohawk Valley Community College spoke to all interested students regarding the step-by-step process of applying to college. MVCC also offered a 3 credit college course: Gateway to Business. More than twenty inmates took part in this course. The GED was given to a total of twenty-five incarcerated youth. Twenty-one incarcerated youth passed the test. Passing rate: 84%. Summer School Program is being offered to the incarcerated youth.
Adult Education reports that since April 2010, twelve adults were tested and all twelve earned their GED. Passing rate: 100%. Madison-Oneida BOCES has also approved evening ESL and evening Adult Ed instruction at OCJ. Due to a generous patron, over 1200 books of all genres have been donated to start an Adult Library. Adult Summer School will also be offered this year.

Albany County Correctional Facility
We saw some minor changes over the past year however the basic program has remained unchanged. We re-vamped our Transition Program and it is now being taught by Carol Partak. Carol has extensive experience in our education program and as a Substance Abuse Counselor at the Whitney Young Health Clinic in Albany. Carol was also trained through the New York State Department of Labor to be a Global Career Counselor so her transition program includes job seeking information, transitioning to post-secondary education and community resource information. Carol continues to also teach our Life Skills Program.
Our teachers continue to seek out and attend several professional development opportunities in the capital region and beyond besides attending our annual conference. All of our teachers attended the Underground Railroad Project’s Pre-Conference Educator Workshop at the Rensselaer County Historical Society.This conference has nationally known professors presenting on topics such as: Abolitionists and Slavery in New York and the Intersection of Art, History and Student Empowerment.
Last year we had an 88% pass rate for our GED test candidates for both youth and adult. We now require students to demonstrate readiness by testing at 2500 or above on the Official Practice Test. This has significantly improved our pass rate. We give the test each month and average 60 students a year taking the test.
We will be saying good-bye to a long time teacher at our facility. Richard Heekin will be retiring at the end of the school year on June 30th. Richard has taught for many years at the Albany County Correctional Facility and also at the Adult Learning Center. We will miss his dry sense of humor and his easy going manner with his students. His future plans are not set but I bet we will be able to convince him to substitute teach in the future. We wish him good health and many, many years of happy retirement.
Columbia- Rensselear -Greene Counties

I can report that between July 1, 2010 - present our correctional facilities have the following pass rates: Rensselaer County Jail 94%; Columbia County Jail and Greene County Jail 94%
We have implemented more stringent attendance policy and an academic policy for eligibility to take the GED exam that has increased our pass rates for this year.
Schenectady County
Dennis Green is now overseeing the programs at Schenectady County Jail. He is also a new member of NYSAIEP Board of Directors serving as Region 7 Alternate. Schenectady currently has 14 GED graduates for this year, 2 are awaiting results, and 2 will be scheduled shortly to test. We have a 93% GED pass rate for this school year. We have collaborated with the AIDS Council of NY to help with re-entry of our students. They service Albany, Columbia-Greene, and Schenectady Counties, and have proven to be a very valuable resource. Attendance in all classes have stayed consistently full, we currently have a total of 43 students in all of our GED programs. Our teachers will be attending the NYACCE conference and have been attending ALECC training offered through our RAEN region. Many of our released students are continuing their GED education at Washington Irving Educational Center. We will be having a summer school session.
Saratoga County
Twenty-Three students earned a GED since September, 2010. Eight will have tested in April, 2011. Corinth School District sent two teachers to administer the Global Studies Regents Exam to a female student in January, 2011. That student returned to school and is due to graduate.
Washington County
Hudson Fall is now running the program at Washington County. Dylan Clark is the new teacher. He is currently in the process of establishing programming at the jail.
Warren County
Jeanne Rano continues to teach at Warren County. She reports that numbers have been low and many of the students have been very short term. Four students have tested and earned their GED. Another test will take place by the end of the school year.
Putnam Correctional Facility
This facility continues to progress with their offender re-entry efforts. We strongly encourage each facility to participate in our efforts to create a successful transition team. We again, have contracted with the Mahopac Library to provide interpretation of the inmates’ career assessment and to work with those inmates, on an individual basis, in an effort to develop an individual plan for successful re-entry into the community. We continue to work in collaboration with AMERICOR, our medical services provider, to implement the services of an offender re-entry case management system. The case manager is also serving as our full time LCSW. The case manager, and a certified art teacher, will soon be assisting our inmate population with a therapeutic art program entitled “Painting Hospital Art.” We are pleased to announce that we have a 95% pass rate for the GED exam for minors and a 100% pass rate for adults. We currently have 5 minors enrolled in the GED program and 10 adults enrolled in computer classes. We had 3 students take the GED exam on 2/11/11 and are pleased to report that they were all successful in attaining their GED. We currently have one high school student who is working towards his High School Diploma. In an effort to assist him with his required classes, we have a tutor, from Carmel high School, coming in for 4 hours a week to work with the student to complete his remaining high school credits.
Dutchess County Correctional Facility
This facility reports an 83.3% pass rate for minors. They are also pleased to announce that they have a new teacher who brings a wealth of experience to the facility. Doug was a high school English teacher who taught for DFY. In the fall, both the youth and adult classes participated in the “The Big Read” project sponsored by the Poughkeepsie Public Library District. The purpose of this national initiative is to get Americans reading more and to expose them to classic literature. This was a valuable learning opportunity for them to practice and strengthen their skills in the following areas: creativity, critical thinking, oral and written communication, and reading comprehension.
Sullivan County Correctional Facility
This facility reports of a continuous GED program. They recently tested 6 more GED students and are pleased to announce the 5 out of 6 were successful in attaining their GED. They presently are doing transition work such as, community college research apps. and financial applications with those students who pass the GED.
Ulster County Correctional Facility
This facility reports that they have had some personnel changes. The new teachers are certified in Special Ed, Social Studies, Math and guidance. They are holding instruction daily, serving all mandated students up to age 21 and adults on a voluntary basis. Since July, they have administered three GED tests in the jail. 8 adults were tested: 4 passed, 3 failed and we are waiting on results for 1. 22 youth were tested; 12 passed, 6 failed and are waiting results on 4 (67% pass rate thus far). In sum, 30 tested, 25 results reported. Of the 25, they have a pass rate of 64%-they are sill waiting for the results of five tests.
The facilities in region 8 continue to provide excellent educational instruction despite some facilities lack of classroom space. I believe our greatest accomplishment is our continued dedication and commitment to only achieve their goals, but to better prepare them for successful transition from jail life to the community. Our continued goal is to keep NYSAIEP mission statement, of promoting excellence in our incarcerate education programs, as our primary goal in each facility.

Orange-Ulster BOCES

Program highlights: The Orange-Ulster Incarcerated Program is in the process of developing courses/programming. Our Transition Program continues to develop the students’ necessary employment skills. We continue to have success facilitating the students back into their home school, GED Programs, and/or employment upon release. The students are now in the process of preparing to take the on-line National Work Readiness Credential (NWRC) exam in May.
Another important aspect of this program is the communication between the teachers and the parents/guardians/relatives of their students. An entire week of each month is designated for TABE Testing, conference between teachers and students (complete with written progress reports) and telephone conversations between the teachers and the family members of the students on their caseloads.
Orange-Ulster BOCES, Orange County Jail, and SUNY Orange are collaborating to develop college courses to be offered at the jail. These courses will prepare students who have earned a GED or high school diploma with the necessary math and writing skills to possibly transition into SUNY Orange. The students will receive a well-rounded education, not only in regards to skills and concepts learned, but also in regards to the life of a college student (tuition, financial aide, courses offered, campus life, buying textbooks, socialization, scheduling of classes, etc.)
Suffolk County Correctional Facility

Program highlights: Career Month (February). Focused on career skills inventory, investigating careers, issues relating to workers’ rights, withholding tax, interview skills, resume and cover letter writing. Culminated in a Career Day where local business people (Commercial Baker, Carpenter, Asphalt Paving Company Owner, Plumber, and a Musician) came into the Riverhead Correctional Facility and presented their career, took questions, and engages in mock job interviews with the students.
The Perkins Grant for Incarcerated Youth Builds Career and Technical Education skills in four areas: Basic Business Education (Riverhead & Yaphank Correctional Facilities), Carpentry (Yaphank Correctional Facility), Drafting/ Computer Assisted Design (CAD) Occupations (Riverhead & Yaphank Correctional Facilities), and Small Business/Entrepreneurship (Riverhead & Yaphank CF). The underlying skills are developed in a traditional classroom setting through the development of curricula that aligns the New York State Content Learning Standards in the subject areas with the Career Development and Occupational Studies (CDOS) standards. Students also have the opportunity to engage in applied practice in the correctional facilities so that they are able to apply the knowledge under the supervision of a highly qualified teacher/master trades person. Teachers engage in joint planning and curriculum development as well as weekly collegial circles so that current research is tied to practice and the students’ learning experiences are relevant, integrated, in alignment with NYS Content Learning Standards and the CDOS Standards.
Herstory is a writers’ workshop program that we have provided for female students in the Suffolk County Correctional facilities for the past six years. Herstory is a program that provides opportunities for guided memoir writing and is a way to empower women to turn their stories of incarceration into works of art. Herstory combines writing instruction which not only results in the creation of personal memoirs, but in a way for these women to begin the healing and reflective process necessary for rehabilitation.
The Carpentry Program is a result of the Perkins CTE grant for incarcerated youth. The carpentry program provides students with an opportunity to learn about the home building industry. Participants master a variety of carpentry skills. In addition, through community based and industry organization partnerships, we have been able to provide participants with an opportunity to apply their knowledge & skills by participating in a student built wood shop on the grounds of the Suffolk County Farm in Yaphank. Students graduate with an Eastern Suffolk BOCES certificate of Participation.
The Plumbing Program has been offered in the Riverhead CF for the past seven years. Under the supervision of a master plumber, students master basic skills that would enable them to move on to an apprenticeship program upon release from the correctional facility. Male and female students have had the opportunity to participate over the years, and students graduate with an Eastern Suffolk BOCES certificate of participation.

Supervisor of Incarcerated Education: Donnie Simmons
Program Highlights: We are happy to report the conclusion of yet another provocative and creative film initiative with Jacob Burns Film Center. Our kids concluded a probing look at the underbelly of discrimination and how it can pollute and dilute relationships. We also concluded another banner year in student outcomes. For fiscal year 2009-2010, we managed to produce an 87% passing rate on the GED, and during Regents week this past January, we managed to produce a 1005 pass rate on State Assessment. Finally we were privileged to be included in a feature story about incarcerated education programs nationwide in the December 2010 edition of the Harvard Newsletter. All in all, a great year!
